The US lifts sanctions on two Russians

The Department of the Treasury’s Office of Foreign Assets Control (OFAC) has announced that two Russians have been removed from the sanctions list: Alexey Valeryevich Panferov and Marina Igorevna Tsareva.

Alexey Valerievich Panferov served as Deputy Chairman of the Management Board and Vice President of Sovcombank’s corporate block from August 2017 to June 2022, a bank that was also sanctioned by the US alongside Sberbank, VTB and Otkrytie Bank in February 2022.

As of December 31st, 2023, Sovcombank was the third private bank in Russia with 2,000 branches in 1,000 cities across Russia, employing 29,000 people.

Marina Tsareva was associated with St. Petersburg-based company Divetechnoservise, which develops and supplies diving equipment of all kinds.
