President of Ukraine Volodymyr Zelenskyy signed Decree No. 38/2025 dated January 19, 2022 on the imposition of personal sanctions.
There are 18 people on the sanctions list, including musicians, scientists and politicians from both Ukraine and Russia.
The sanctions include the deprivation of Ukrainian state awards and the blocking of financial assets. Viktor Sadovnichii, the Rector of Moscow State University, has been deprived of his Ukrainian award. Yuri Bashmet, a Russian conductor, also lost his Ukrainian awards. Vasilii Gerello, a Russian opera singer, and Ilia Reznik, a poet, were affected by the sanctions, which include an arrest and a 10-year ban on using their assets.
Sanctions have also been imposed on Ukrainian citizens. These include former Deputy and Minister of Fuel, Yuriy Boyko; billionaire Kostiantyn Hryhoryshyn; former secretary of the Communist Party of Ukraine, Petro Symonenko; former head of the Verkhovna Rada Committee on Freedom of Speech, Nestor Shufrych; and businessman Leonid Baisarov.
These persons have been added to the sanction list:
- Shufrych Nestor (Шуфрич Нестор Іванович) – the deprivation of state awards and the blocking of financial assets;
- Horokhov Yevhen (Горохов Евгений Васильевич) – the deprivation of state awards and the blocking of financial assets;
- Baisarov Leonid (Байсаров Леонід Володимирович) – the deprivation of state awards and the blocking of financial assets;
- Odnoralenko Oleksandr (Однораленко Олександр Анатолійович) – the deprivation of state awards and the blocking of financial assets;
- Lytvynov Leonid (Литвинов Леонід Федорович) – the deprivation of state awards and the blocking of financial assets;
- Muraiev Yevhenii (Мураєв Євгеній Володимирович) – the deprivation of state awards and the blocking of financial assets;
- Voloshyn Oleh (Волошин Олег Анатолійович) – the deprivation of state awards and the blocking of financial assets;
- Symonenko Petro (Симоненко Петро Миколайович) – the deprivation of state awards and the blocking of financial assets;
- Hryhoryshyn Kostiantyn (Григоришин Костянтин Іванович) – the deprivation of state awards and the blocking of financial assets;
- Kariakin Serhii (Карякін Сергій Олександрович) – the deprivation of state awards and the blocking of financial assets;
- Rublova Ruzhena (Рубльова Ружена Анатоліївна) – the deprivation of state awards and the blocking of financial assets;
- Pysariev Vadym (Писарєв Вадим Якович) – the deprivation of state awards and the blocking of financial assets;
- Reznik Ilia (Резник Илья Рахмиэлевич) – the deprivation of state awards and the blocking of financial assets;
- Gerello Vasilii (Герелло Василий Георгиевич) – the deprivation of state awards and the blocking of financial assets;
- Bashmet Iurii (Башмет Юрий Абрамович) – the deprivation of state awards;
