The 19th package of EU sanctions against Russia, which is currently being prepared by the European Commission, may include sanctions on all Russian banks, as well as a ban on access to digital cloud technologies and any cooperation with Russia in scientific research, and new sanctions on four major oil and gas companies – Lukoil, Rosneft, Gazprom and Novotek – according to proposals made by Lithuania during the meeting of the EU Foreign Ministers on August 30th.
“The only way forward is not only to maintain, but also to increase pressure on Russia by destroying its war financing mechanisms. We will achieve this by tightening sanctions on strategically important sectors of Russia’s economy, such as gas and oil exports, the shadow fleet, banking and finance, and other areas that contribute to the aggressor’s military power,” said Lithuanian Acting Minister of Foreign Affairs Kęstutis Budrys.
The 18th package of sanctions against Russia was approved by the European Union Council in July 2025. It includes a ban on the sale of petroleum products from Russia, a new price cap on Russian oil, and restrictions on 22 Russian banks.
