On August 10, Canadian Foreign Minister Anita Anand announced the imposition of sanctions against the Streit group of companies.
In a statement, the Canadian government said that “Canada is imposing sanctions against this company after numerous reliable reports confirming the use of armored vehicles produced by the Russian National Guard (Rosgvardiya) involved in Russia‘s ongoing war against Ukraine.“
The minister did not specify which messages played a role, but Sanctions Lists found them in the public domain.
Streit was founded in Moscow by Guerman Goutorov. In 1992, the businessman immigrated to Canada, where he established the production of armored vehicles. At the moment, according to information on the Streit Group website, the company‘s headquarters are based in Canada and the UAE. According to Streit Group, the company has a 60–hectare production complex. In addition to armored vehicles, the company creates UAVs and air defense systems.
In 2025, the Russian Guard issued a press release about the exercises in the Ryazan region of Russia. The exercise involved special forces and intelligence of the Russian Guard, mobile fire groups to counter drones, tank and artillery units. Photos and videos of the exercise show Spartan–SUT 4×4 vehicles manufactured by Streit Group. According to the video, mortars were installed on the vehicles.
The Spartan–SUT is a lightweight armored vehicle with 4×4 all-wheel drive. The vehicle‘s body provides protection from small arms fire and artillery shell fragments. It is known that Streit Group has been developing Spartan–SUT production in Ukraine. The cars were assembled at the Kremenchug Automobile Plant, and at the Luch plant in Kiev, the cars were equipped with weapons, including the Sarmat anti-tank missile system.
