Britain has announced a new package of 31 sanctions against Russia, intensifying economic pressure ahead of winter and targeting those responsible for funding the Kremlin’s war machine, spreading disinformation, and committing atrocities against Ukrainian civilians.
The package includes eight individuals linked to the arbitrary detention, torture, and ill-treatment of Ukrainian civilians in the temporarily occupied territories. These abuses form part of what the UK describes as a broader system of repression, including enforced disappearances and denial of access to justice.
A further seven individuals were sanctioned for their role in the ideological indoctrination and militarisation of Ukrainian children, including those forcibly deported by Russian authorities. According to UK estimates, approximately 6,000 Ukrainian children have been forcibly transferred into a network of notorious so-called “re-education” camps, while millions more on occupied territories are exposed to Kremlin propaganda programmes.
The measures also target Russia’s emerging LNG shadow fleet, including several vessels acquired to help Moscow circumvent sanctions and preserve gas export revenues. Among them are ships commissioned as recently as July this year. In total, eight vessels were designated: three shadow fleet ships, two vessels providing bunkering services to them, and three Russian ice-class vessels .
Lord Wood of Anfield, Minister for Europe, said: “Our sanctions target both the revenue streams that allow Russia to continue its aggression and those responsible for appalling crimes against Ukrainian civilians, including children. The UK’s support for Ukraine will remain unwavering”.
The package targets seven individuals involved in Russia’s global disinformation campaign, including four Georgian nationals. Their activities range from attempts to legitimise Russia’s occupation of Ukrainian territories to serving in Russian-appointed authorities in occupied South Ossetia. The UK noted that the Kremlin spends approximately £1.3 billion annually on information manipulation, posing a threat to European and British security.
Coordinated Energy Security Measures
Alongside the sanctions, the UK extended existing licensing mechanisms to LNG on a targeted, time-limited basis to safeguard the energy security of Japan and South Korea, both close partners supporting Ukraine. Japan has pledged over $20 billion in assistance, while South Korea announced a new $100 million aid package in July 2026 .
The announcement follows continued Russian escalation: in September alone, Russia launched more than 3,100 jet-powered drones at Ukraine, exceeding its previous wartime record set in August. This week, drone and missile strikes killed at least 44 civilians.
