A French citizen achieved a court decision lifting Ukraine’s personal sanctions

The Supreme Court of Ukraine has invalidated the decree of President Vladimir Zelenskyy imposing personal sanctions for 10 years.

In 2023, President Zelenskyy issued Order No. 82/2023, imposing personal sanctions against Louis-Michel Duray, a French citizen.

Duray was included in the sanction list for being a member of the Board of Directors of Setel Bank, a subsidiary of Sberbank Russia and BNP Paribas.

On August 16th, 2023, Duray filed a lawsuit with the Supreme Court, arguing that he had not been on the board of directors or any other position with Setel Bank for several years and had been dismissed from that position.

The National Bank of Ukraine opposed lifting sanctions against Duray in court, but the Supreme Court sided with Duray’s claim.
