EU imposes new sanctions against Russian judges

On November 20, the European Union magazine published decisions on the imposition of sanctions against ten Russian FSIN officers and judges, whom the EU considers “responsible for serious human rights violations and the suppression of civil society and the democratic opposition in Russia.”

These individuals have been added to the EU sanctions list:

  1. Polyakov Andrey Viktorovich (Поляков Андрей Викторович, начальник Главного управления ФСИН РФ по Ростовской области). Head of the Main Directorate of the Federal Penitentiary Service of the Russian Federation for the Rostov Oblast. In the facilities under Polyakov’s authority, Ukrainian detainees, both civilian and military, as well as other detainees were regularly subjected to beatings by guards, suffered from severe food shortages, and had little to no access to medical care or legal assistance.
  2. Mikhailichenko Andrey Vadimovich (Михайличенко Андрей Вадимович, заместитель начальника по безопасности и оперативной работе СИЗО № 2 ГУФСИН России по Ростовской области). Deputy Director for Security and Operational Work of Pre-Trial Detention Centre No. 2 of the Main Directorate of the Federal Penitentiary Service for the Rostov Oblast. As a member of the management of SIZO-2 Mikhailichenko is responsible for widespread and systematic torture and other cruel, inhuman and degrading treatment of Ukrainian detainees.
  3. Sapitskiy Andrey Sergeevich (Сапицкий Андрей Сергеевич, заместитель начальника по кадровой и воспитательной работе СИЗО № 2 ГУФСИН России по Ростовской области). Deputy Director for Personnel and Educational Work Issues of Pre-Trial Detention Centre No. 2 of the Main Directorate of the Federal Penitentiary Service for the Rostov Oblast. Sapitskiy is responsible for widespread and systematic torture and other cruel, inhuman, and degrading treatment of Ukrainian detainees.
  4. Shtoda Aleksandr Aleksandrovich (Штода Александр Александрович, начальник следственного изолятора № 2 Главного управления Федеральной службы исполнения наказаний по Ростовской области). Director of Pre-Trial Detention Centre No. 2 of the Main Directorate of the Federal Penitentiary Service for the Rostov Oblast. As Director of SIZO-2, Aleksander Shtoda holds authority over the facility’s operations. He is therefore responsible for serious human rights violations, repression of civil society.
  5. Vakhrameev Timur Savelevich (Вахрамеев Тимур Савельевич, судья Басманного районного суда Москвы). Judge Vakhrameev participated in the unjust and politically motivated prosecution of journalists Kirill Martynov and Dmitry Kolezev, as well as activist Lyusya Shtein, sentencing each of them to several years in prison in an effort to silence independent journalism and civil society in Russia.
  6. Telminov Artemy Alexeevich (Тельминов Артемий Алексеевич, Следователь Следственного комитета РФ). He has been involved in a number of politically motivated prosecutions of individuals associated with Alexei Navalny, including, journalists Antonina Favorskaya, Olga Komleva, Konstantin Gabov, and Sergey Karelin, as well as lawyers Vadim Kobzev, Alexei Liptser, and Igor Sergunin.
  7. Kozhevnikov Boris Ashirbaevich (Кожевников Борис Аширбаевич, заместитель председателя Апелляционного военного суда России). Kozhevnikov rejected the appeal of Alexei Gorinov, a former municipal deputy in the Krasnoselsky district of Moscow, against a politically motivated sentence.
  8. Panin Maxim Alexandrovich (Панин Максим Александрович, судья Апелляционного военного суда РФ). Judge of the Appellate Military Court of Russia.
  9. Ushakova Marina Viktorovna (Ушакова Марина Викторовна, судья Апелляционного военного суда РФ) Judge of the Appellate Military Court of Russia.
  10. Rygalova Svetlana Sergeevna (Рыгалова Светлана Сергеевна, прокурор уголовно-судебного управления прокуратуры Владимирской области). Prosecutor of the Criminal Judicial Department of the Prosecutor’s Office of Vladimir Region.
