EU imposes sanctions on the Russian military and propagand

On March 16, the EU Council imposed new sanctions against the Russian military and propagandists. Nine military personnel were added to the sanctions list for leading Russian troops in Ukraine in the early days of its aggression, and who have committed atrocities against residents of Bucha and neighboring areas such as Hostomel, Irpin and Borodianka.

These persons have been added to the sanctions list:

  • Aleksandr Yuryevich Chayko. He was the lead Commander in Ukraine when Russian troops entered Bucha. The atrocities in Bucha constitute crimes against humanity and war crimes.

  • Andrey Viktorovich Kondrov. He is the Commander of the 5th Separate Tank Brigade of the 36th Combined Arms Army. That brigade, led by Andrey Kondrov, is accused of looting and murdering residents in Bucha.

  • Artem Igorevich Gorodilov. Colonel Artem Gorodilov is the Commander of the 83rd Guards Air Assault Brigade and the former Commander of the 234th Guards Air Assault Regiment.

  • Sergey Viktorovich Chubarykin. Major General Sergey Chubarykin is the Commander of the 76th Guards Air Assault Division, whose troops committed most of the documented atrocities in Bucha, including executions, torture and looting.

  • Viktor Viktorovich Filonov. While serving in the 234th Guards Air Assault Regiment of the 76th Guards Air Assault Division, he was involved in Russia’s war crimes against civilians in Bucha and Borodianka
    Russian: Филонов Виктор Викторович, солдат 234-го гвардейского воздушно-десантного полка 76-й гвардейской воздушно-десантной дивизии воздушно-десантных войск Российской Федерации;
  • Vladimir Viatcheslavovitch Seliverstov. In the period February to April 2022, he led the actions of subordinate troops during the Russian operation to capture Kyiv from the west.

  • Vadim Ivanovych Pankov. Major General Vadim Pankov is the Commander of the 45th Separate Guards Special Purpose Brigade (Spetsnaz), which is part of Russia’s elite airborne forces. Vadim Pankov commanded units during Russia’s invasion of Ukraine. His brigade was involved in the occupation of Bucha.

  • Denis Aleksandrovich Suvorov. Lieutenant Colonel Denis Suvorov is the Commander of the 175th Separate Reconnaissance Battalion of the 76th Guards Air Assault Division. At the beginning of Russia’s full-scale invasion of Ukraine, his battalion was deployed as part of the division’s operations in Kyiv Oblast, including Bucha.

  • Aleksey Nikolaevich Tolmachev.Colonel Aleksey Tolmachev, the Commander of the 104th Airborne Assault Regiment of the 76th Guards Air Assault Division, participated in Russia’s invasion of Ukraine.

In addition to the Russian military, the EU has imposed sanctions against four propagandists. The following were added to the sanctions list:

  • Russian TV presenter Ernest Gedrevich Mackevicius. Russian: Эрнест Гедревич Мацкявичус;
  • British journalist and blogger Graham Williams Phillips;
