The European Union has imposed sanctions on five senior figures from Russia’s military-industrial complex, targeting executives linked to the production of ballistic missiles, drone systems, and military communications. The move, formalised on August 7, 2026, is a direct response to Moscow’s recent campaign of large-scale missile and drone strikes deliberately targeting civilians and civilian infrastructure in Ukraine .
The listings were adopted under the EU’s long-standing restrictive measures framework targeting actions that undermine Ukraine’s territorial integrity, sovereignty, and independence . Those designated are now subject to an asset freeze, a ban on travel to EU member states, and a prohibition on EU entities making funds or economic resources available to them .
The Five Individuals and Their Roles
The sanctioned individuals hold senior positions in companies active in the defence and military technology sectors, including the development, production, or supply of equipment used by Russian armed forces in Ukraine .
1. Ramil Nailevich BADGUTDINOV (Рамиль Наилевич БАДГУТДИНОВ)
General Director of JSC Serpukhov Plant “Metallist”. The company produces precision electromechanical sensors and devices, including the navigation system 9B918 for the 9M723 Iskander-M ballistic missile, which has been widely used by Russian forces in the war .
2. Aleksandr Yurevich DYUKAREV (Александр Юрьевич ДЮКАРЕВ)
General Director of JSC “Krasnoyarsk Machine-Building Plant”. The company is involved in the production of ballistic missiles, including the RS-28 “Sarmat”, a heavy intercontinental ballistic missile .
3. Sergey Aleksandrovich BASHKOV (Сергей Александрович БАШКОВ)
Director of LLC “Irz-Svyaz”. The company manufactures communication systems for navigation receivers and supplies components for Orlan-10 and Tachion drones, which are used by Russian forces in Ukraine. It is also a supplier to Votkinsk Plant, the manufacturer of Iskander-M missiles.
4. Sergey Nikolaevich BESSONOV (Сергей Николаевич БЕССОНОВ)
General Director of LLC “AEROMAKS”. The company develops software and manufactures helicopter-type drones. It has been a contractor for state-owned entities, including Gazprom Neft, and operates an Aviation Training Centre approved by the Russian Ministry of Labour.
5. Viktor Evgenevich IVANOV (Виктор Евгеньевич ИВАНОВ)
General Director of JSC Research Institute of Precision Instruments NII TP. The company is part of the Roscosmos state corporation and supplies special equipment to the Russian Ministry of Defence. It is working on the Kasatka-R space radar system for the Russian army.
“Tighten the Noose Around Russia”
EU foreign policy chief Kaja Kallas announced the decision via social media, framing it as a direct consequence of Russia’s military actions. “Every new attack on Ukraine is yet another reason for Europe to tighten the noose around Russia. In response to the recent series of Russian air strikes, the EU has today adopted a new list of sanctions targeting five individuals involved in the Russian military-industrial complex” .
She added that with Moscow’s army bogged down on the battlefield, it is intensifying its campaign of terror against civilians, and that the EU must continue stepping up the pressure until Russia brings the war to an end .
The decision follows the European Council’s call of June 2026 to step up pressure on Russia through further sanctions . The relevant legal acts were published in the Official Journal of the European Union on 7 August 2026 .
