The Council of the European Union has imposed restrictive measures on eight individuals responsible for serious human rights violations, the repression of civil society and democratic opposition, and for undermining democracy and the rule of law in Russia.
The new listings target members of the judiciary – 2 judges, one prosecutor and one investigator – involved in politically motivated trials – responsible for sentencing Russian activists Dmitry Skurikhin and Oleg Belousov on politically motivated charges. Furthermore, the measures agreed today target the heads of penal colonies and a pre-detention centre, where political prisoners Aleksei Gorinov, Pavel Kushnir, Mikhail Kriger and journalist Maria Ponomarenko, speaking out against Russia’s war of aggression against Ukraine and criticising Putin’s regime, were held and kept in solitary confinement and inhuman and degrading conditions.
These individuals have been sanctioned:
- Aleksei Valizer is the head of Penal Colony 10 UFSIN in Altai Krai. Алексей Вализер, начальник колонии ФСИН в Алтайском крае,
- Anton Rychar is the head of Pre-trial Detention Centre 1 UFSIN in the Jewish Autonomous Oblast. Антон Рычар, начальник следственного изолятора № 1 УФСИН по Еврейской автономной области,
- Maksim Prilepsky is the head of Penal Colony 5 UFSIN in the Oryol Oblast. Максим Прилепский — начальник исправительной колонии № 5 УФСИН по Орловской области,
- Vyacheslav Pisklov is the head of Penal Colony 9 UFSIN in Altai Krai. Вячеслав Писклов — начальник исправительной колонии № 9 УФСИН по Алтайскому краю,
- Sergei Filichev, the prosecutor of the Lomonosovsky District Court of Saint-Petersburg. Сергей Филичев, прокурор Ломоносовского районного суда Санкт-Петербурга,
