Not only sanctions: Latvia applies criminal law to suppliers of the Russian Defense Ministry

The Latvian Latvian State Security Service (VDD) asked the prosecutor’s office to open a criminal case against the management of a Latvian company for supplying over six million euros’ worth of uniforms to the Russian army.

The Chairman of the Management Board and a member of Management Board are accused of transferring property to a party involved in armed conflict outside Latvia and laundering large amounts of funds.

According to preliminary data, a Latvian company supplied fasteners and other items of clothing to two Russian companies: the BTK Group of Russian billionaire Bolloyev* and Okrug. These companies used the materials to make uniforms for the military. More than a thousand tons worth over six million dollars were supplied to Russian firms since the start of 2022.

The documents and supply contracts discovered during criminal proceedings contain information that Russian companies purchased products from a Latvian company to fulfill orders from the Russian Ministry of Defense. The State Security Service stated that since 2023, the Latvian company has been using shell companies as intermediaries for this purpose.

Taimuraz Bolloyev was included in the EU sanctions list in 2024. The European Union justified this by the seizure of assets of the European brewing company Carlsberg A/S by a decree of the President of Russia in July 2023. Subsequently, the Baltika Brewing Company, which was a former subsidiary of Carlsberg in Russia, was transferred under the control of the Federal Property Management Agency without Carlsberg’s consent. Taimuraz Bolloev became president of the Baltika without Carlsberg approval.
