The Polish Interior Ministry added Białoruska Kompany Cementowa – Polska, which is registered in Warsaw, to the sanctions list.
The only shareholder who owns 100% of the company’s shares is the management company of Belarusian Cement Holding, which has its headquarters in Minsk, and the real beneficiary is Alexander Dovgalo, a Belarusian citizen who has been CEO of Belarusian enterprises since 2020.
According to data from the Polish Interior Ministry, the management company was included on the Polish rehabilitation list due to its support for serious human rights abuses and actions that undermine the democratic opposition in Belarus and destabilize Ukraine’s territorial integrity, sovereignty, and independence.
The Belarusian Cement Company has more than 20 branches, employing over 8.5 thousand people in the holding. The production capacity of its cement plants is over 5 million tons per year.
