Sanctioned Russian Plants Change Owners

PJSC Sasta, one of Russia’s largest machine tool manufacturers, which was added to the US sanctions list in 2023, announced twice in its accounting documents in 2024 that there had been a change in ownership. On August 28th, the company announced that a share in its capital had been acquired, and on September 12th, someone sold a share of the authorized capital.

The company does not reveal the exact name of the co-owner who sold the shares, due to a decree of the Russian government dated July 4th, 2003. This decree permits companies to conceal such information to prevent the company and its owners from being sanctioned.

However, it is known Diana Kaledina was a co-founder of Sasta in 2021. Information about her can be found on the website of Russian government. At the Metalloobrabotka 2021 exhibition, Russian Prime Minister Mikhail Mishustin visited the Sasta stand, where Diana Kalidina told about the plant.

The Sasta website says that since 2017, the plant has been operated under the management of JSC Baltic Industrial Company. According to the company’s 2022 report, the founders of Baltic Industrial Company were JSC PO Fort (51%) and Diana Kaladina (49%).

In 2020, PO Fort had two owners – the Baltic Industrial Co. (51% ) and the Buffalo Machine Company Limited. Fort’s report states that Buffalo Machine Co. is a foreign company.

It can be assumed that this is the Taiwanese Buffalo Machine. On its website, you can find pictures of Diana Koledina. On one of the websites of the Baltic Industry Co., it says that Buffalo Machine is involved in the Machine-Tool Construction project – production of metal-working equipment under FORT trademark.

There is no data on the structure of companies for 2023 and 2024 in open sources, and it is not possible to determine exactly who got rid of Sasta shares and who acquired them.
