UK blocks allies of the Russian crypto exchange in Kyrgyzstan

The UK has imposed sanctions on companies and individuals involved in the Russian crypto exchange, Garantex.

According to the official statement, these persons have been sanctioned:
– Chalbayev Kantemir Kaparbekovich, who became the head of the board of directors of the Kyrgyz Eurasian Savings Bank in 2024.
– Nazarbek Zhanyshbek Uulu, the head of JSC Trading Company of the Kyrgyz Republic.
– Leonid Shumakov, director of “A7A5”, involved in eponymous stablecoins.

ALTAIR HOLDING SA, CJSC TENGRICOIN, GRINEX LLC, CAPITAL BANK OF CENTRAL ASIA, OLD VECTOR LLC have also been sanctioned.

Previously, US sanctions had been imposed on some of these entities, including GRINEX which is the successor to the Russian exchange Garantex and is registered in Kyrgyzstan.

According to the Office of Foreign Assets Control of the US Department of Treasury (OFAC), Garantex directly assisted known cybercriminals and creators of ransomware, processing transactions worth over $100 million since 2019
