The United Kingdom has unveiled a significant new sanctions package against Russia, targeting 19 entities and individuals in a coordinated effort to cripple Moscow’s military-industrial complex . The measures, announced on August 6, 2026, represent Foreign Secretary Ed Miliband’s first major sanctions initiative since taking office and underscore London’s unwavering commitment to supporting Ukraine .
The package strikes at multiple pillars of Russia’s war economy: six financial institutions propping up the Kremlin’s military spending, six newly designated shadow fleet vessels evading Western oil price caps, and four companies importing critical rare earth metals essential for weapons production .
Russian Banks in the Crosshairs
The sanctions target six Russian financial institutions that have sustained Moscow’s war effort. The designated banks and their TIN numbers are:
-
LLC OZON BANK (ООО ОЗОН БАНК, TIN 9703077050) – the financial arm of Russian e-commerce giant Ozon and the country’s 18th largest bank, with 900 billion rubles ($11 billion) in assets
-
STATE SPECIALIZED RUSSIAN EXPORT-IMPORT BANK (ГОСУДАРСТВЕННЫЙ СПЕЦИАЛИЗИРОВАННЫЙ РОССИЙСКИЙ БАНК ЭКСПОРТНО-ИМПОРТНЫЙ, TIN 7704001959)
-
PJSC COMMERCIAL BANK “CENTER-INVEST” (TIN 6163011391)
-
JSC REALIST BANK (АО “Реалист Банк”, TIN 3801002781)
-
PJSC BANK STAVR (ПАО “Банк Ставр”, TIN 2634028786)
-
JSC TELEPORT BANK (АО «ТелеПорт Банк», TIN 7750004175)
These banks now face asset freezes, restrictions on trust services, and director disqualification measures. UK financial institutions are prohibited from maintaining correspondent banking relationships with them or processing payments through their accounts .
Shadow Fleet Tankers Blacklisted
Six vessels suspected of belonging to Russia’s shadow fleet have been sanctioned for circumventing Western oil price caps and trade restrictions . The ships are prohibited from entering UK ports and are subject to detention or redirection .
The designated vessels are:
-
IMO 9333591 (“ARCTIC EXPRESS”) – a Russian-flagged LNG tanker that transported natural gas from Russia to third countries
-
IMO 9326811 (“PERSEAS”)
-
IMO 9470131 (“TORVIAN”)
-
IMO 9402263 (“ASTERAS”)
-
IMO 9378864 (“VISUND”)
-
IMO 9346885 (“ZENTURO”)
The latter five vessels have been accused of transporting Russian-origin crude oil or petroleum products to third countries . They are now barred from receiving technical, crewing, operational, chartering, brokering, or financial services .
Companies Enabling Russia’s Military Production
Four Russian companies have been sanctioned for importing tantalum and niobium—rare metals critical for manufacturing military equipment used on the battlefield in Ukraine :
-
Northern Engineering LLC (ООО Северный Инжиниринг, TIN 9729417656) – sanctioned for its operations in Russia’s strategically important energy sector
-
LLC METALLKOMPLEKT (ООО МЕТАЛЛКОМПЛЕКТ, TIN 7702760164)
-
LLC NIKOM (ООО НИКОМ, TIN 6229080110)
-
LLC PROMSIZ (ООО Промсиз, TIN 4027052701)
-
LLC TECHNOLUX (ООО ТЕХНОЛЮКС, TIN 7703438961)
These companies have been targeted for supplying goods or technology that could contribute to destabilizing Ukraine or threatening its territorial integrity .
An India-based ship management firm, Frion Ship Management LLP, was also sanctioned for facilitating the sale of the Arctic Express LNG tanker into Russian ownership and control .
Individual Sanctioned: Aleksander Zhdanov
Russian national Aleksander Aleksandrovich ZHDANOV, owner of the chemical company Siltron (ООО Силтрон), has been personally sanctioned . The measures against him include an asset freeze, travel ban, restrictions on trust services, and director disqualification .
“Ukraine’s Fight is Our Fight”
Foreign Secretary Ed Miliband framed the sanctions as a moral and security imperative: “Today’s new sanctions demonstrate the UK’s unwavering commitment to supporting Ukraine and bearing down on those propping up the Kremlin’s aggression” . He added: “Ukraine’s fight is our fight. Those that threaten Ukraine’s freedom and democracy are a threat to Britain’s security at home. That’s why we will continue stepping up the pressure on Russia until a just and lasting peace has been reached” .
Chancellor John Healey echoed the determination: “Our commitment to stand with the Ukrainian people is absolute. That’s why we’re introducing new tougher sanctions to choke off the funds that fuel Putin’s illegal war and are targeting his shadow fleet” .
A Sustained Campaign
This year alone, the UK has imposed sanctions on over 500 individuals, entities, and ships under its Russia sanctions regime . Since Russia launched its full-scale invasion of Ukraine in 2022, Britain has sanctioned more than 3,400 targets .
The new package follows a week of intensive diplomatic activity, including Prime Minister Keir Starmer and Foreign Secretary Miliband hosting President Zelenskyy in Portsmouth, and Miliband’s talks with US Secretary of State Marco Rubio in Washington, where discussions focused on maintaining pressure on Russia .
