US imposed sanctions against a Russian for his assistance to the DPRK

The Russian was sanctioned by the United States because of his connection with the Democratic People’s Republic of Korea (DPRK).

The Office of Foreign Assets Control (OFAC) of the US Treasury Department has announced sanctions against Chinese and North Korean companies as well as a Russian citizen, Vitaly Sergeevich Andreev.

Andreev, according to the United States, facilitated payments to the North Korean company Chinyong Information Technology Cooperation Company, which is under sanctions and provides services to IT specialist delegations in Russia and Laos. Since December 2024, Andreev has collaborated with Kim Un Sun, an economic and trade affairs officer at the DPRK Consulate working in Russia, to make financial transfers totaling almost 600,000 US dollars by converting cryptocurrencies into cash US dollars.

The North Korean-based Chinyong Information Technology Cooperation Company (Chinyong), also known as Jinyong IT Cooperation Company, is affiliated with the Ministry of People’s Armed Forces, which is under UN and US sanctions. Through its controlled companies and representatives, Chinyong hires delegations of North Korean IT specialists working in Russia and Laos.

The United States has also added a Chinese company, Shenyang Geumpungri Network Technology Co., Ltd., to the sanctions list. This is a shell company for Chinyong, which employs IT specialists from the DPRK.
