The Office of Financial Sanctions Implementation (OFSI), which is part of the British Ministry of Finance, fined 160 thousand pounds to the Bank of Scotland – Bank of Scotland Plc.
The fine was issued for the fact that between February 8 and February 24, 2023, Bank of Scotland processed 24 payments totaling 77,383.39 pounds from the account of a certain person who was on the British sanctions list due to ties with Russia.
OFSI does not disclose the name of this person, but clarifies that in 2023 he had a British passport, the spelling of which was slightly different from the spelling on the sanctions list. OFSI also clarifies that this person was sanctioned by the UK on December 31, 2020.
On December 31, 2020, the United Kingdom imposed sanctions on more than 200 individuals, including former Sevastopol Mayor Dmitry Ovsyannikov (Dmitrii Ovsiannikov). He was later detained and convicted in the UK for violating sanctions. At that time, the National Crime Agency (NCA) reported that Ovsyannikov received a British passport in January 2023 thanks to his British father (there was no information about his father in the UK in the official biography). Given the passport and the date of the sanctions, it is likely that the Bank of Scotland was fined precisely because of Ovsyannikov.
