Zelenskyy imposed sanctions on PMCs from St Petersburg

President of Ukraine, Volodymyr Zelenskyy, signed Decree No 778/2025 on October 11. The decree synchronizes sanctions with Japan and imposes restrictive measures on eight individuals and 14 entities.

Pavel Marinichev, the CEO of Russian diamond mining company Alrosa and Sergey Lukin, the director of Tula Cartridge Factory are among those who have been sanctioned.

Among the legal entities sanctioned, there is one that has several names : “Private Military Company Convoy”, “Military-Security Organisation Convoy” and “Limited Liability Company Vonkoi”.

Judging by the company’s data, it is Vonkoi LLC, a company registered in St. Petersburg that specializes in the construction of residential and non-residential buildings.

The Ukrainian authorities claim that the private military company, Convoy, is funded by the Russian oligarch, Arkady Rotenberg, and the VTB bank, which is under sanctions.
