Zelenskyy imposed sanctions against Russian engineering companies

The President of Ukraine, Volodymyr Zelenskyy, has signed Decree No. 819/2025, introducing new sanctions against Russia.
Ukraine’s sanctions list includes 18 individuals and 36 legal entities involved in the extraction and export of Russian energy resources, developers and manufacturers of military engineering equipment.

Ukraine’s sanctions list includes, in particular:

  • Sinara Group JSC, engaged in transport engineering;
  • JSC Corporation for the Development of the Far East and the Arctic;
  • Murmansk Region Development Corporation JSC;
  • St. Petersburg Tractor Plant JSC;
  • VIS Group (JSC). The Group invests in projects and concessions for the creation of transport, social and communal infrastructure facilities;
  • PJSC Mining and Metallurgical Company Norilsk Nickel. Nornickel is the leader in Russia’s metals and mining industry, as well as the largest palladium and high-grade nickel producer and one of the largest producers of platinum and copper. Nornickel also produces cobalt, rhodium, silver, gold, iridium, ruthenium, selenium, tellurium, and sulphur;
  • PJSC Kirovsky Zavod (The Kirov Plant). It is one of the oldest and largest machine-building and metallurgical enterprises in Russia. The main production facilities are compactly located in St. Petersburg;
  • PJSC Sibur Holding. It is a petrochemical company in Russia, a manufacturer of polymers and rubbers.
