On October 4, the President of Ukraine, Volodymyr Zelenskyy, signed three decrees regarding the introduction and extension of sanctions that had expired: Decree No. 747, Decree No 748 and Decree No .749.
Decree No 784 contains sanctions against 33 individuals and 27 legal entities who the Ukrainian authorities believe are involved in the Russian military-industrial complex and the oil refining industry. These include manufacturers of drones, aircraft engines, and optical devices, as well as suppliers of imported technologies and components to the Russian Federation. Among those sanctioned are Optical and Mechanical Design Bureau “Valdai”, Machine Tools Technologies LLC, and China’s Shenzhen Weiliao International Trade Co. Ltd., which according to Ukraine is associated with supplying components for the Alabuga plant that manufactures Shahed attack drones (Geranium*).

Ukraine has not limited itself to new sanctions. In the statement, the Ukranian authorities said that work on synchronizing Ukrainian sanctions with partner jurisdictions would have to be accelerated this month. Earlier, it was stated that the Ukrainian authorities wanted to synchronize their sanctions with those of the European Union.
* The Geranium UAV is a Russian version of Iran’s Shahed drones. In October 2022, drones delivered to Russia received the designation “Geranium-1”. Based on the larger Shahed-136, Geranium-2 was created in Russia in spring 2023 with improved protection, a combat load of 50–90 kg, and a flight range up to 2,000 km.
