The Lithuanian government has approved a proposal to revise the National List of Controlled Dual-Use Goods, with the goal of restricting the export of goods from Lithuania to third countries that could be used in Russia’s military aggression against Ukraine. These changes are intended to reduce the risks to the security of Lithuanian society.
The updated list will no longer include goods that are already subject to EU sanctions. Instead, it will include new items that are likely to be used in Russian military systems.
Additionally, it was decided to prohibit the export by air of certain critical items used in Russian military technology and found on the battlefields of Ukraine. This ban does not apply when the goods are transported to partner countries or to Ukraine.
Moreover, the National List has been revised to remove certain items whose export across the EU external border is already prohibited by EU sanctions.
In the final months of the previous year, the government revised the national regulations governing the export and re-export of certain goods, particularly those classified as dual-use items. The updated National List of Controlled Dual-Use Goods further restricted the export, including re-export, of these goods from Lithuania to third countries. This was done to minimize the risk of these goods being used in the ongoing conflict in Ukraine.
