The US sanctions hackers from the Cyber Army of Russia Reborn. Who are they?

The U.S. Department of Treasury has announced sanctions on Yuliya Vladimirovna Pankratova and Denis Olegovich Degtyarenko, two Russian hackers from the Cyber Army of Russia Reborn (CARR).

“Since 2022, CARR has conducted unsophisticated DDoS attacks in Ukraine and against governments and companies located in countries that have supported Ukraine. In late 2023, CARR started to claim attacks on the industrial control systems of multiple U.S. and European critical infrastructure targets… In January 2024, CARR claimed responsibility for the overflow of water storage tanks in Abernathy and Muleshoe, Texas, posting video of the manipulation of human-machine interfaces at each facility on a public forum,” – the U.S. department of treasure noticed.

According to the department’s statement, Yulia Pankratova, also known as YULIYA online, is the head of the Cyber Army of Russia Reborn. Denis Degtyarenko, also known by the alias Dena online for his part, is a senior hacker in the CARR.

The CARR has a Telegram channel that publishes news about hackers’ achievements, with over 63,000 subscribers.
The US Treasury Department has disclosed some information about Pankratov and Degtyareno. Yulia Pankrathova was born on April 6, 1984, and Denis Degtarenko was born October 9, 1998 in Orsk, now having passport number 5309876581.

SanctionsLists has uncovered another channel in Telegram named “Final stop” (“Конечная остановка”). Its anonymous author claims to have had a partnership with the CARR and after a dispute decided to sever ties with them. Simultaneously, they disclosed all information about Yulia Pankarata, including her passport details, address, and other information.
