New Zealand has sanctioned 61 Russian individuals and entities

The New Zealand government approved a new sanctions package against Russia.

“Increasingly sophisticated methods are being used in the effort to evade sanctions. By targeting evasion methods, the Government is contributing to the robustness of the sanctions system,”  said Foreign Minister Winston Peters.

New Zealand has imposed sanctions on 61 Russian individuals and entities, including those involved in sanctions evasion procurement networks. These designations include entities procuring technology for Russia’s defence industry and senior leaders of certain Russian banks.

These include:

  • POPOVICH Aleksei Valeryevich, First Vice President of the Board of Directors of Gazprombank JSC;

The UK wants to deal with sanctions on Russia

The Treasury Committee, a select committee of the House of Commons in the Parliament of the United Kingdom, has published an inquire about efficiency of sanctions on Russia.

The document is titled “Are the UK’s Russian financial sanctions working?”

The Committee would like to take further evidence on the UK’s financial sanctions on Russia, and would welcome written evidence on the following areas:

  • Whether financial sanctions instituted by the UK on Russia, are complete and effective in terms of the entities that have been designated, and the entities which have to comply with the rules?
  • Whether assets frozen as part of the UK’s financial sanctions on Russia should be confiscated, and whether there are legal precedents for such a move?
  • Whether financial sanctions imposed by the UK should be widened to include those who purchase Russian oil and gas?
  • The implementation of financial sanctions against Russia by each part of the financial sector (including the insurance sector), and the maritime sector.

The Committee will wait for any submissions by 6.00pm on Thursday 28 March 2024.

The US bans Guatemala’s Los Pochos Drug Trafficking Organization

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) has sanctioned the Los Pochos Drug Trafficking Organization (DTO), and designated three members and four affiliated companies based in Guatemala.

The Los Pochos DTO supplies multi-ton quantities of cocaine to Guatemala- and Mexico-based heads of cocaine trafficking cells.

The name of the organization was derived from the alias of narcotics traffickers Erik Salvador Suñiga Rodriguez, known as “El Pocho,” and the Suñiga Rodriguez DTO or “Los Pochos DTO”.

The Australian Government hits Russian prison officials

The Australian Government has imposed on seven prison officials involved in the mistreatment of Russian oppositional politician Alexei Navalny.

“The Australian government is deeply shocked and saddened by the death of Mr. Navalny,” the Department of Foreign Affairs and Trade said, “These sanctions are the next step in Australia’s efforts to hold those responsible for the grave breaches of Navalny’s human rights to account.”

Alexei Navalny was died on February, 16 in the IK-6 penal colony in Vladimir region.

The UK and OFAC have sanctioned Houthi enablers

The UK and OFAC have imposed sanctions against the Deputy Commander of Iran’s Islamic Revolutionary Guard Corps.

The United Kingdom with the Department of the Treasury’s Office of Foreign Assets Control (OFAC) have decided to impose sanctions against those that support or enable the work of the Houthis across the Middle East and around the Red Sea

The UK and OFAC have sanctioned 2 individuals and 3 entities for their role in providing financial or military support to the Houthis.

Among them are Deputy Commander of Iran’s Islamic Revolutionary Guard Corps-Qods Force (IRGC-QF) Mohammad Reza Falahzadeh and Ibrahim al-Nashiri, a Houthi group member who has supported the Houthis’ militant efforts.

The IRGC and the Houthis sell Iranian commodities to foreign buyers in order to generate revenue for their operations. This revenue is used to support the militant activities of the Houthis.

The EU has decided to prolong sanctions on Belarus

The Council of the EU has decided to prolong the restrictive measures linked to internal repression in Belarus and regime’s support for Russia for another year, until 28 February 2025.

According to the Council statement, the sanctions include an asset freeze and prohibition to make funds available. Natural persons are additionally subject to a ban on travel. At present, there are 233 people and 37 entities listed.

Belarus remains subject to targeted economic sanctions, which include restrictions in the financial sector, trade, dual-use goods, technology and telecommunication, energy, transport and others.

Canada tightened controls on financial transactions associated with Russia

The Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) published guidance related to the Ministerial Directive on Financial Transactions Associated with Russia issued on February 24, 2024.

The Directive issued by the Department of finance was published in the Canada Gazette and came into force on February 24, 2024. This document tightens controls on financial transactions associated with Russia.

According to the FINTRAC guidance, every person or entity referred to in section 5 of the Proceeds of Crime (Money Laundering) and Terrorist Financing Act must:

• treat every financial transaction originating from or bound for Russia, regardless of its amount, as a high-risk transaction for the purposes of subsection 9.6(3) of the Act
• verify the identity of any client (person or entity) requesting or benefiting from such a transaction in accordance with Part 3 of the Proceeds of Crime (Money Laundering) and Terrorist Financing Regulations
• exercise customer due diligence in relation to any such transaction, including ascertaining the source of funds or virtual currency, the purpose of the transaction and the beneficial ownership or control of any entity requesting or benefiting from the transaction
• keep and retain a record of any such transaction, in accordance with the Proceeds of Crime (Money Laundering) and Terrorist Financing Regulations, regardless of the monetary thresholds set out in those Regulations.

This Ministerial Directive does not apply to transactions where there is no suspicion or explicit connection with Russia and there is no evidence of the transaction originating from or being bound for Russia. For example:
• a client who has previously sent funds to Russia requests an outgoing electronic funds transfer, where the transaction details do not suggest that this transaction is bound for Russia and you are unable to obtain further details about the transaction destination
• the client’s identification information is the only suggestion of a connection to Russia (for example, a transaction where the conductor’s identification document is a Russian passport); or
• the details of a person, who is your client in Canada, are Russian, but there are no additional details on the entity involved, or the sender of, or the recipient to, the transaction, to suggest the transaction is associated with Russia

Cyprus announces a new unit to monitor compliance with sanctions

Cyprus is to set up the new National Unit to monitor compliance with international sanctions.

The law on the creation of such a unit will be sent for consideration by the Council of Ministers , President of the Republic of Cyprus Nikos Christodoulides said.

“No one is above the country’s reputation,” he said.

The president’s statement was preceded by a new package of US sanctions, that included three entities from Cyprus.

Canada has imposed additional sanctions on Russian individuals and entities

Canada has imposed additional sanctions on 10 individuals and 153 entities under the Special Economic Measures (Russia) Regulations. These sanctions target individuals and entities who support the Russian military through finance, logistics and sanctions evasion. The individuals listed include an aide to President Putin as well as senior officials of private and state-owned companies registered in Russia and Cyprus.

Australia has added 55 individuals and 37 entities on a sanction list

Australia has decided to expand the sanctions list to support Ukraine.

Two years on since Russia’s full-scale invasion of Ukraine, Australia mourns Ukraine’s losses, and we stand unwavering in our support for Ukraine’s sovereignty and territorial integrity.

Australia remains steadfast in supporting Ukraine to defend itself, and to holding those responsible for Russia’s illegal and immoral invasion to account.

‘’The Australian Government has imposed further targeted financial sanctions and travel bans on 55 persons, and targeted financial sanctions on 37 entities. The new sanctions target those involved in Russia’s deportation of Ukrainian children from regions under temporary Russian control… We have also sanctioned targets in Russia’s defence, energy, media and minerals sectors, as well as targets involved in Russia’s procurement networks in Belarus, Iran and North Korea,’’ said Tim Watts, assistant Minister for Foreign Affairs.
