New Ukrainian sanctions hit Russian actors and companies from China

The President of Ukraine, Volodymyr Zelenskyy, has imposed new sanctions on Russian artists and companies. Chinese companies have also been included in the list of sanctioned entities.

On April 18th, Zelenskyy signed decrees 246/2025 and 247/2026 regarding the imposition of these sanctions.

Decree No. 246/2025 imposed sanctions on 20 people, including the President of the Russian Ski Federation, Elena Vyalbe; Nikolai Tsiskaridze, a ballet dancer; singers Yaroslav Dronov, better known as Shaman, Igor Sukachev, Alexander Rosenbaum, Nikolai Rastorguev; actors Alexander Pankratov-Chernyy, Evgeny Mironov; Oscar Kucera; film director Egor Konchalovskiy; and clown Yury Kuklachev.

The sanctions have also been imposed on three companies from China:

  • Beijing Aviation And Aerospace Xianghui Technology Co. Ltd. This company manufactures video equipment, including thermal imaging cameras;
  • Rui Jin Machinery Co. Ltd, manufactures industrial machine tools;
  • Zhongfu Shenying Carbon Fiber Xining Co. Ltd. This company produces carbon fiber. The company’s website notes that it is also actively developing projects for the aerospace industry.
