Citizens of Estonia, Ukraine, and Russia are subject to new sanctions imposed by Ukraine.
On June 22, the President of Ukraine, Volodymyr Zelenskyy, signed Decree No. 417/2025 imposing economic sanctions against 13 individuals and 8 entities.
In addition to Ukrainian and Russian citizens, Estonians Lauri Reinberg, Juri Pold, Rauno Teder, Hillar Teder and Armenian Arsen Tavadyan were also included in the sanctions list.
The sanctioned Estonian citizens associated with the sanctioned Cyprus company, Arricano Real Estate Plc, operate in the commercial real estate sector in Ukraine.
Arricano’s website states that it is a network operator of shopping malls in Ukraine. Between 2013 and January 17, 2023, the company’s shares were listed on the Alternative Investment Market (AIM) of the London Stock Exchange. Arricano owns and operates the shopping malls it has built, as well as a 49.9% stake in Sky Mall, a shopping complex, and land plots for three other facilities.
In 2023, Arricano donated 10 FPV drones and DJI MAVIC 3 equipment, as well as storage facilities, to the 12th Special Forces Brigade. The company stated that its contribution helps the military maintain control over its positions and detect enemy positions without endangering civilians.
Hillar Teder is well-known in Russia. He was among the founders of Multon, a Russian juice manufacturer, and O’KEY – one of the leading Russian food retailers.
