Three relays, a pump. What can be a defendant in a case of sanctions violations?

The Estonian customs have published a review for the week, which includes violations of EU sanctions against Russia:

At the Narva checkpoint, a 26-year-old Russian citizen declared a panoramic sunroof control unit for a passenger car, an electronic air supply control unit, and three relays. A case has been initiated against the offender in connection with violating sanctions.

A digital amplifier, one of the sanctioned items, was found in possession of a 33-year-old citizen at Luhamaa customs point.

400 cigarettes with excise stamps from the Russian Federation and six liters of alcohol-containing liquids were found in possession of a 60-year-old Russian citizen and a truck driver at the Koidula checkpoint. In the truck of another 50-year old Russian citizen, a car oil pump, high-pressure fuel pump, and two power steering pumps were also found. Both men were investigated for suspected sanctions violations.
