Zelenskyy imposed sanctions on the captains of Russia’s “shadow fleet”

Zelenskyy has imposed sanctions on the captains of Russia’s “shadow fleet”.

Ukrainian President Volodymyr Zelenskyy has signed two decrees, No. 130/2026 and No. 131/2026, imposing sanctions. The first decree adds 225 captains of ships exporting Russian oil products to the sanctions list. These captains are citizens of 11 countries, including Russia, India, and the Philippines. Previously, such sanctions were imposed on the tankers themselves and the companies that own them.

The second sanctions package includes 46 Russian citizens, two Iranian citizens, and 44 Russian companies that serve the Russian military-industrial complex. These include:

  • JSC Special Design Bureau Octava. Octava manufactures Earphone helmets and Helmet headsets.
  • JSC Saint Petersburg Aircraft Repair Company. St. Petersburg Aviation Repair Company is one of the oldest aircraft repair enterprises in Russia, founded in 1931. It is a leading enterprise for major repairs and modernization of civilian Mi-8/17 helicopters of all modifications, as well as Ka-32T/S helicopters.
  • JSC Central Research Institute of Shipbuilding. It is the leading research and development organization in Russia for the creation of marine machinery and mechanisms used on all ships and vessels of the Russian fleet and supplied to many countries around the world.
