On March 27, the Office of Foreign Assets Control (OFAC) of the U.S. Treasury Department removed three people associated with Russia from the sanctions list.
The sanctions were lifted against Andriy Portnov, a citizen of Ukraine, an adviser to former President of Ukraine Viktor Yanukovych. However. Andrey Portnov did not wait for such a decision by OFAC, Portnov was killed on May 21, 2025 in Spain.
The second person excluded from the sanctions list was Vladimir Alexandrovich Dmitriev. Judging by the date of birth (August 25, 1953), he is an ex-chairman of Vnesheconombank and a former vice-president of the Russian Chamber of Commerce and Industry.
Frederic Pierre Villa was also removed from the sanctions list. This Swiss citizen of Italian origin was sanctioned by the United States in February 2023. He was associated with Stratton Investment Group LTD. This company, registered in Malta, was owned by Taerio Limited, which was used by Swiss-Italian businessman Walter Moretti. Moretti purchased secret Western technologies and equipment for the Russian special services and the Russian army, including hydraulic presses, weapons kits and armor plates. Moretti and his associates also purchased equipment for Russian nuclear weapons laboratories.
