Ukraine Sanctions RUSAL entities and Russian Missile Supply Chains in Sweeping New Decrees

Ukrainian President Volodymyr Zelenskyy has signed two decrees enacting National Security and Defence Council decisions to impose sanctions on Russian entities and individuals involved in producing ballistic missiles and supplying Russia’s military-industrial complex with critical equipment and components.

The measures target 83 individuals and 79 legal entities in total, according to the Office of the President of Ukraine . The sanctions focus on supply networks for long-range strike weapons, including Iskander, Kalibr, Kh-101 and Kinzhal missiles, as well as military aviation, armoured vehicles and drones.

First Decree: Ballistic Missile Supply Chains

The first sanctions list covers 51 individuals and 44 legal entities directly linked to the development and serial production of Russian ballistic and cruise missiles.

Key designated enterprises include:

  • Research Institute of Plastic Materials named after G. S. Petrov — Russia’s sole manufacturer of a range of components for composite materials supplied to defence, aerospace, aviation and shipbuilding industries .

  • Corporation of Special Purpose Space Systems “Kometa” — the lead enterprise of a research and production group manufacturing surface-to-air missile systems, radar equipment and onboard avionics suites.

  • VitaReaktiv — a company specialising in chemical raw materials involved in the production of ballistic missile weapons.

  • Promenergo — a developer of optical, laser and optoelectronic devices, information and targeting systems, and onboard equipment testing .

  • Kirov Biochemical Plant — involved in the production and modernisation of weapons and military equipment.

  • D. I. Mendeleev Institute for Metrology — a research institution manufacturing measuring equipment and developing software for weapons and military equipment.

Second Decree: Industrial Equipment and Electronics

The second list targets 32 Russian citizens and 35 companies embedded in supply chains for precision machine tools, microelectronics and tactical communication components.

Among those sanctioned:

  • Gagaring — specialises in communications and control hardware for FPV drones .

  • Virgin-EK — supplies foreign electronic components to Russian forces .

  • Pressmash Machine Tool Association — a wholesale distributor of metalworking machinery supplying factories producing Kh-101 and Kh-59 missiles and Orion UAVs.

RUSAL Group Targeted

Sanctions were also imposed on enterprises belonging to the Russian industrial group RUSAL, which Ukrainian authorities state are involved in the production of military aircraft, armoured vehicles, missile weapons and drones.

According to Ukrainian government data, between April 2024 and March 2025, United Company RUSAL – Trading House and RUSAL Taishet Aluminium Smelter alone imported aluminium oxide worth nearly 150 million rubles into Russia. These raw materials were used in the production of military aircraft, missile weapons, armoured vehicles and drones.

Coordination with International Partners

Presidential Advisor and Commissioner for Sanctions Policy Vladyslav Vlasiuk stated that Ukraine is systematically identifying enterprises involved in the production of Russian ballistic missiles and other strike weapons.

“We are working to coordinate these sanctions with other international jurisdictions. Cumulatively, this should significantly degrade the Russian defence sector’s capacity to manufacture weapons,” Vlasiuk said.

The decrees were signed on 24 October 2026 and enact NSDC decisions taken earlier. The sanctions include asset freezes, restrictions on trade operations, prevention of capital flight, and suspension of licences and permits, in line with Ukraine’s sanctions legislation.
