The Court of Justice refuses to lift EU sanctions on the Russian businessman Evgeny Zubitskiy

The Court of Justice of the European Union refused to lift EU sanctions on the Russian businessman Evgeny Zubitskiy, the General Director of Industrial Metallurgical Holding (IMH), a metallurgical holding company.

The businessman had been sanctioned in 2022 because, according to the EU, he was a leading businessman involved in the economy, providing a significant source of income to the Government of Russia.

In his defense, Zubitskiy claimed that his company, PMH, was not the biggest Russian producer of industrial coke and that it was not founded by Boris Zubitskiy, his father.

He said that the reason for the sanctions was an erroneous assumption about the timing of the founding of PMH during his father’s time as a deputy in the State Duma. At the same time, Zubitskiy stated that there had been a conflict between himself and his father, who died in 2017.

The Court of Justice of the European Union was not convinced by such statements.

IMH is a vertically-integrated mining and metallurgical holding company. Its enterprises are located in three regions of Russia and employ more than 17,000 people.
