The Ministry of Foreign Affairs of Finland has granted an exemption to Trevian Kasvu LP Ky for a deal involving shares held by sanctioned individuals in Helsinki Halli Oy. An authorization from the National Enforcement Authority of Finland is still required for the transaction.
At the beginning of January, Trevian Kasvu LP Ky requested the exemption from the Ministry for Foreign Affairs. The Ministry reviewed the application and granted the request on 6th February 2025.
Helsinki Halli, opened in April 1997, is designed to host various events. Its maximum capacity is 13,349 people for hockey matches and up to 15,000 during concerts.
In 2013, Russian investors acquired the complex from a Finnish entrepreneur. According to the Finnish media, Helsinki Hall is estimated at 57 million euros, and belongs to Roman Rotenberg and Gennady Timchenko.
Helsinki Halli has been idle since March 2022. After the imposition of sanctions against its Russian shareholders, Helsinki Hall Oy turned out to be insolven.
Roman Rotenberg is the son of businessman Boris Rotenberg. On April 8, 2022, the European Union imposed sanctions on Boris Rotenberg, because Gazprom Drilling, a company associated with Rotenberg, received large government contracts due to its close ties with Putin.
Gennady Timchenko is the owner of the Volga Group, a private investment group, and because of his support of Russia’s invasion of Ukraine, he has been placed on the sanctions lists of several countries including the European Union, United States, UK and Canada.
