US imposes sanctions on synthetic opioid manufacturers in China

The U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) has imposed sanctions on Guangzhou Tengyue Chemical Co., Ltd. (Guangzhou Tengyue), a Chinese company that manufactures and distributes synthetic opioids in the United States.

Guangzhou Tengyue has also sold dangerous chemicals used as cutting agents, which are often mixed with synthetic opiates and other illegal drugs.

Synthetic substances called nitazenes have been trafficked for their opioid-like effects, and these chemicals have a high risk of addiction and can lead to respiratory depression and even death.

According to US officials, Guangzhou Tengyue sold a kilogram of nitazene to a US buyer, promising they would clear US customs. As recently as August 2024, Guangzhou Tegnys website prominently advertised nitazens and xylazines.

OFAC has also sanctioned Huang Zhanpeng, who is the executive director and a 50% shareholder of Guangzhou Tengyue, and Huang Xiaojun, who is an account holder for a bitcoin account used by Guangzhou Tengyue.
