Daughter of head of Russian oil transporting company demands lifting of sanctions

On July 13th, the European Court of Justice received a claim from Maya Tokareva from Moscow, according to an official journal published on October 14th.

Maya Tokareva is the daughter of Nikolai Tokarev, the head of Transneft*, a Russian oil transporting company.

She was added to the EU sanctions list because she “and her ex-husband Andrei Bolotov owned luxury real estate in Moscow, Latvia and Croatia worth more than $ 50 million, which could be linked to Nikolai Tokarev.

In 2024, Tokareva won a case in the European court of justice to have the sanctions lifted. However, the court’s ruling only lifted the original sanctions, but their extension was not.

In the court, Tokarev’s lawyers argued that the property had been transferred to her husband after their divorce in 2019 and that the villa in Croatia belonged only to her and was not related to her father.

In the new lawsuit, Maya Tokareva  claims that the Court should “find that the Council unlawfully failed to take the necessary measures to comply with the judgments of the General Court in Cases T-744/22 and T-269/24, in breach of Article 266 TFEU and of the principles of res judicata, effective judicial protection and good administration”.

“No new evidence was adduced to justify maintaining the applicant’s name on the list at issue,” says Maya Tokarev’s lawsuit.
