The EU has imposed sanctions against Russian propagandists and foreign militaries

The Council of the European Union has imposed sanctions on twelve individuals and two organizations linked to Russia for information manipulation and cyber attacks on the EU.

These individuals and entities have been sanctioned:

  • John Mark Dougan, former deputy sheriff of Florida who fled to Russia in 2016. He is publicly accused of participating in pro-Kremlin digital information operations from Moscow by operating the CopyCop network of fake news websites;
  • Andrey Andreievich Sushentsov (Андрей Андреевич Сушенцов), director of the Institute for International Studies at Moscow State Institute of International Relations;
  • Dmitry Vyacheslavovich Suslov (Дмитрий Вячеславович Сусло), an expert and frequent speaker at Valdai Club;
  • Fyodor Aleksandrovich Lukyanov (Фёдор Александрович Лукьянов), a journalist, TV presenter, and political scientist. Through his writing, interviews and public appearances, Lukyanov consistently amplifies Kremlin propaganda;
  • Ivan Nikolaevich Timofeyev (Иван Николаевич Тимофеев). Timofeev is a prominent Russian political scientist and foreign-policy analyst closely associated with Kremlin-aligned institution;
  • Andrey Georgievich Bystritsky (Андрей Георгиевич Быстрицкий), journalist and Chairman of the Board of the Valdai Discussion Club Foundation;
  • Vladislav Evgenievich Borovkov, an officer of the GRU unit 29155;
  • Denis Igorevich Denisenko, another officer of GRU 29515;
  • Dmitry Yurevich Goloshubov is also an officer with GRU Unit 29605;
  • Jacques Baud is a former colonel of the Swiss Army and a strategic analyst. He is a frequent guest on pro-Russian TV and radio shows
  • Xavier Moreau is a French former officer who accused Ukraine of planning to invade itself in order to join NATO
  • Diana Vitalievna Panchenko is a Ukrainian-born journalist and propagandist. She produces anti-Ukrainian, pro-Russian, anti-NATO narratives
  • The 142nd Electronic Warfare Battalion is based in Kaliningrad;
  • International Russophile Movement.
