EU adopts 20th package of sanctions against Russia

On April 23, the Council of the European Union adopted the 20th package of sanctions against Russia.

“Russia’s war economy is under growing strain, while Ukraine is getting a major boost. We must keep up this pressure until Putin understands his war leads nowhere,” said Kaja Kallas, High Representative for Foreign Affairs and Security Policy/Vice-President of the European Commission.

The package includes the following:

  • a basis for a future ban on the maritime transportation of Russian crude oil and petroleum products;
  • a ban on suppliers and platforms established in Russia that allow the transfer and exchange of crypto assets;
  • a ban on transactions involving 20 Russian banks;
  • a ban on operations with Russian ports such as Murmansk and Tuapse, as well as the Karimun oil terminal in Indonesia, which is used to circumvent the oil price cap;
  • 58 companies in the military-industrial complex and related individuals;
  • a ban on the export of numerically controlled machines and radio equipment to Kyrgyzstan, where there is a high risk of re-exporting these goods to Russia;
  • a quota on the import of ammonia;
  • five individuals and one organization that “contribute to the kidnapping, forced displacement, and ideological indoctrination of Ukrainian children, as well as four individuals involved in the appropriation of Ukrainian cultural heritage. Additionally, the 20th package includes four propagandists.”

These Russian banks have been added to the sanctions list:

  • Public Joint Stock Company Ural Bank for Reconstruction and Development
  • Chelyabinvestbank
  • Joint Stock Company “Petersburg Social Commercial Bank”
  • Public Joint Stock Company “SDM-Bank”
